Roles and Responsibilities for External Funding

  • Office of Sponsored Programs and Research (OSPRe) – Oversees applications for all grants and contracts, manages awards, houses the Research Ethics Committee.
  • Office of the President – Reviews and approves applications and contractual agreements; accepts external awards; delegates responsibilities of the authorizing certifying official to authorized organizational representatives (AORs) to approve and submit applications.
  • Office of the Provost/Office of Academic Affairs – Reviews and approves applications and contracts before submission in terms of general academic policy; negotiates and approves terms of administrative course release agreements.
  • Academic Deans, Unit Chairs, and Program Directors – Review and approve applications and contractual agreements before submission in terms of general academic policy.
  • General Counsel – Reviews all grants-related contractual agreements and Memorandums of Agreement/Understanding (MOAs/MOUs).
  • Human Resources – Manages employment requests, benefits, and compensation (salaries and supplemental pay).
  • Office of Advancement – Provides guidance on proposal writing and the organization of project budgets; maintains relationships with external funding sources and sponsoring agencies; submits grant applications on behalf of the university; houses the Office of Sponsored Programs and Research (OSPRe).
  • Finance Office – Responsible for budget approvals; fiscal and administrative compliance; projects accounting set-up; project invoicing; and financial monitoring and reporting.
